• Complementarity: Complements, not competes with, table-level oversight by volunteers, offering logistical and coverage advantages.

• Advantages of the Computational System:

• Low Logistics: Requires only five technicians for five days, compared to 35,000 volunteers for table oversight.

• Full Coverage: Covers 100% of polling stations, including MAS-strongholds, vs. 50-70% for table oversight.

• Low Cost: Inexpensive implementation, unlike the high cost of mobilizing volunteers.

• Automatic Detection: Identifies frauds like “ballot cutting” (more votes than ballots) or “votes without ballots” via an algorithm in the official system.

• Frauds Addressed: Table oversight tackles voter registry fraud (50% coverage), while the computational system detects accounting manipulations in 100% of stations.

Background: Flaws in the Electoral System

The current electoral system has significant vulnerabilities:

• Upgraded Equipment: In October 2020, the TSE replaced equipment and software used in the 2019 fraud. The new software, from Recom Digital (UK), was used in 2020, 2021, and 2024, and will be used in 2025.

• Persistent Frauds: Despite upgrades, The Bunker documented frauds in 2020, 2021, and 2024 (including judicial elections), with issues like:

• More voters than registered in a station.

• Computational errors mirroring 2019’s fraud.

• Lack of Accountability: Political parties, focused on power quotas, failed to denounce these frauds.

Key Concepts of the Oversight System

The system relies on universal electoral principles:

• Core Formula: One ballot generates one vote for president and one for uninominal deputy, whether valid, blank, or null.

• Example: 10,526 ballots in the urn must yield 10,526 votes for president and 10,526 for deputy, with no discrepancies.

• Consistency: The number of ballots in the urn must match votes cast for both positions, at the station, municipal, or national level.

• Critical Data: The number of ballots in the urn, recorded by poll workers, is not digitized or publicly shown, hiding key fraud-detection information.

Issue: Non-Digitized Data

The TSE fails to digitize essential act data:

• Ballots in the Urn: Poll workers record ballots extracted (e.g., 210 in a station with 220 registered voters), but this isn’t entered into the database.

• Unused Ballots: Recorded (e.g., 10 unused), but not digitized, hindering automatic checks.

• Signatories on the Voter List: In 2019, the number of voters signing the registry was compared to ballots. Since 2020, this was dropped, weakening registry oversight.

• Fraud Example: In act 25,356, 210 ballots resulted in 207 presidential votes (-3) and 214 deputy votes (+4), showing manipulation.

• Impact: Automatically detect frauds like added or removed votes, bypassing manual reviews.

Evidence of Fraud

Analysis of act 25,356 shows:

• Inconsistency: 210 ballots produced 207 presidential votes (-3) and 214 deputy votes (+4), indicating computational tampering.

• Comparison: Other acts in the same polling center (25,350-25,360) are consistent (e.g., 210 votes for both), highlighting act 25,356’s irregularity.

• Solution: Digitizing ballot data would enable automatic detection of such “fake acts.”
